ED and HHS Release Joint Guidance on Foster Care Provisions in ESSA

On June 23, the U.S. Department of Education and the U.S. Department of Health and Human Services released joint guidance on the foster care provisions in Title I, Part A of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESSA) signed into law in December 2015. This is the first piece of guidance issued from the Department of Education about ESSA, sending a strong message to schools and districts across the country that the unique needs of children and youth in foster care must be addressed. The provisions go into effect December 10, 2016.
